. the question is where do things stand exactly in the battle ground states? the obama campaign has been insistent that they continue to have leads in enough battle ground states to win the election. the romney campaign insists that they are in a position to be able to overtake the president in a number of these states. so, we're playing in part a game of spin. somebody is going to be proven right or wrong. we know that some of these states have tightened up from where they were a month ago. i think that as susan said part of the issue is who is going to be able to get their voters out at this point, under what could be some difficult circumstances? >> woodruff: susan, how are you reading these polls right now? >> i'm struck over and over again by the damage that president obama did to his campaign in that first debate. it's like your mother always told you, you never get a second chance to make a first impression. in this pew poll that is just out, more than a third of voters said their impression of governor romney was improved in that first debate. we know from the usa today gallup po

, this is really one of the key swing districts in the swing state of north carolina, which president obama won by only 14,000 votes four years ago. so we've been talking to voters here. and it's fascinating. the american people are smart. even the folks who are swing voters, folks leaning romney are saying, look, one of the gentlemen we spoke to said, i hope this identity of the general election is where romney would be as president instead of moving to the right in the primaries that he had to do to get the nomination. one woman said the government considers me poor, but i'm concerned about the borrowing. there's concern about foreign policy under the romney administration. one woman said her brother's in the military. concerned about what that might mean for him. and one independent voter who's voting for president obama saying that she just doesn't believe mitt romney. and she isn't sure where his core is at. this has been a tensely fought state. the polls are really tight, and trending toward mitt romney. >> i want to talk more about the early voting. because there's been a lot of focus on

with the authorization of president obama had as of monday afternoon declared a disaster in eight states and district of columbia allowing them to begin to request emergency assistance or know they will receive some federal money even before the worst of the storm hits. the article goes on to talk about disaster aid. fema has not seen a test on the scale of hurricane katrina. in 2005 when delays in delivering emergency relief and failures in communication system and problems with the emergency housing program combined to produce widespread criticism. since then it has tried to strengthen its ability to respond by rebuilding its supply management system and personnel and fostering stronger ties to outside parties. fema has about $3.6 billion in t the disaster fund although more may be needed for reimbursements to states after this storm. we will go to nashville, tennessee, democratic caller. what is your trust level in the government during natural disaster? caller: i have no trust for the federal government. that is not because of obama. it is because of congress. i remember the last time that there

because president obama has declared a state of emergency in maryland where up to a foot of rain is expected there. now people are racing against time to protect their homes and that's where we can find athena jones. that's in annapolis. athena, obviously it's getting -- you're getting rained on there. doesn't appear to be as bad as it is in -- north carolina, kill devil hills. the storm surge though could be huge for people. are they worried where you are? >> reporter: hi, don. you're right. the rain did pick up a few hours ago. it's lessened a little bit now. people say that this is an area that floods very, very easily. you hear a lot of talk about what happened in hurricane isabel, businesses have plaques on their walls showing how far the water came up. right now people today were getting sandbags to protect their homes and businesses. western ab we were able to speak to a coffee shop owner who said he's hopeful they are not going to get the worst of the flooding but he was getting prepared anyway. >> what we're expecting is we're not expecting floods coming up, but we have

campaigns shuffling their schedules, president obama, mitt romney. a key battleground state. a state you can bet each one of them wanted to get to. if you look at the new poll coming from your paper. mitt romney trailing the president in that state by four points as opposed to eight. the way it was recently. what do you think the storm has impact as far as key states like this? >> again, normally i would say not much. a race this tight, tightening some. any stop that president or mitt romney makes in a local area gets a lot of coverage. draws a lot of people. can be an organizing tool. having to cancel those stops can make an impact on however many were planning to attend. the buzz, they are here, sending competing messages, in terms of earned media as they call it. it's certainly going to make a difference for them. what is being talked about in virginia is largely the storm and not the campaign speeches. it could make a difference. no way to predict which way that cuts. for romney who wants to close that narrowing gap it could be he doesn't get the face time he needs, for obama, he gets to

the election day, president obama and mitt romney will both be hitting the final battleground states very, very hard. we've got a look at some new polling in a few of these states, "the wall street journal"/nbc/marist poll shows the president with a six-point lead over mitt romney in iowa, a three-point lead in wisconsin, and a very small two-point edge in new hampshire. i'm joined by mark preston live in washington. mark, there's been a lot of talk about the president's handling of hurricane sandy and how it might affect this race. we get a glimpse of what americans think about this handling in a new poll by abc/"washington post." 78% of voters approve of the president's response, 44% say they approve of mitt romney's reaction. neither candidate is seeking to politicize this were tragedy overtly. but it really does beg the question, how could this affect this race? >> it certainly puts the president in the position of being a commander in chief and being the leader at the time of a crisis. and in many ways, he's gotten a lot of support of one of mitt romney's top surrogates, and that's chris c

florida, a state where polls show a neck and neck race with president obama. john roberts is live this morning in coral garrelses. john, how do you think the storm influenced governor romney's campaigning and the message he is on right now? >> reporter: the influence was actually major yesterday when he set aside his campaign and did a storm relief event. today will be more subtle. he has a full list of campaign events in tampa. he comes to miami. goes to jacksonville later on in the day. here is where the change will be. the message will be about real recovery on day one with, his closing argument. very much focused on the positive. he will not be hitting the president to the same degree as he has in the past because the president still involved in the storm recovery. romney campaign turned what should have been a political event to relief event. governor outside of dayton, thanking them for thinking about fellow americans out there dealing with this terrible storm. >> we won't be able to solve all the problems with our effort this morning though a lot of people will still be loo

at wisconsin, this is a place where, obviously, it's key. it's a battleground state. president obama has had a small lead. and he needs to maintain that. he is trying to shore up support. you look at a poll out this morning from nbc wall street journal. it has him up three points here. that is important, but it is not really comfortable. there was a poll out yesterday from marquette university, a local poll done out of milwaukee that had him up much more than that, eight points. you talk to the obama campaign, certainly they're pointing to the marquette poll. they want this appearance that they're doing very well and just trying to hold their lead here. it seems more likely that their internal polls are somewhere in between those two polls, carol. something also interesting today when the president speaks, ahead of him charles woodson, safety for the green bay packers, will be firing up crowd. you know folks here in green bay love the packers. he is a safety. what does the safety do? the safety protects against long passes -- that's right, the hail mary. that's something that the obama campa
